The Collectorate is the pivot point in the District administration. District Magistrate / District Collector in the Cadre of I.A.S/Sr.DANICS, is the head of the District. She/he is the representative of the state government. She/he is responsible for running the District smoothly and properly. Here, the government comes into direct contact with the people. The role and responsibility of the District administration practically covers a wide range and touches almost every area to maintain peaceful and satisfactory atmosphere in the District.
The functionalities and Responsibilities of District Magistrate can be classified broadly:
- As a Collector for the collection of Revenue
- As a Magistrate who maintain Law & Order
- As a District representative of the government who implement programs with the active participation and co-operation of people, coordinate with departments within her/his district.

As a district collector, His/her responsibility is to collect land revenue, this kinds of Government taxes, fees and all dues recoverable as arrears of land revenue. Her responsibility includes ensuring the maintenance of accurate and up-to-date records of rights regarding the land. She/he is also the appointing authority for Patwaris and Kanungos and ministerial staff posted in the tahsil offices, and in the offices of Sub Divisional Officers (Civil) and Deputy Commissioner except in the case of Superintendent of Deputy Commissioner’s Office and for most of the subordinate revenue staff in the district. Being a District Collector, she/he is the highest revenue judicial authority within the district.
Maintenance of law and order within the district is the responsibility of the District Magistrate. Being the head of criminal administration, she supervises all Executive Magistrates in the district. Her/his responsibility include directing and controlling the actions of the police. She has the power to supervise the administration of jails and lock-ups under the district. She acts as Returning Officer for elections in Lok Sabha constituency/constituencies of her/his district. As a general administrator she/his is required to take cognizance of the matter in public interest and take it to its logical conclusion with the help of some Government department or by processing the matter in her own office in any matter of public importance which does not fall specifically in the sphere of any government department, State or Central.
