Election related matters

The Deputy Commissioner of Eleven Revenue Districts of Delhi has also been designated as Joint Chief Electoral Officer (Jt.CEO) for his respective districts. So the Deputy Commissioner (South East) also serves Jt.CEO (South East) and functions under the administrative control of the Chief Election Officer, Delhi. He is assisted by an office superintendent and clerical staff. DC (South East) has three functional SDMs in charge, designated as Electrol Registration Officer and one ADM for the assembly segments. SDMs act as EROs and ROs during assembly elections and AROs during parliamentary elections.

Apart from routine administrative functions, the following statutory duties are performed by the Deputy Commissioner and his subordinate officers in matters related to elections:

  1. Preparation and updating of electoral rolls.
  2. Preparation of election photo ID.
  3. Conduct of election.
  4. Any other work assigned by the Election Commission of India and the Office of the Chief Electoral Officer in relation to elections.

Parliamentary constituencies:

The South district has a parliamentary constituency.

  • South Delhi

Assembly constituency:

The South East district has 06 assembly constituencies. The constituencies along with the MLA from these constituencies are:

  • Jangpura (41)
  • Kasturba Nagar (42)
  • Kalkaji (51)
  • Tughlakabad (52)
  • Badarpur (53)
  • Okhla (54)

Preparation and updating of electoral rolls

The preparation and periodic revision of electoral rolls is done by electoral registration of the constituency. Each constituency has one or more Assistant Electoral Registration Officers. To update the voter list, they are periodically revised.

  1. Inclusion of electoral rolls and names etc.

The Election Commission of India made an order to amend the voter list by making an announcement.

  1. Special amendment of summary nature of voter list and
  2. Special modification of a deeper nature

The main objective of the above amendment is to produce complete clean and accurate rolls in all respects. A second purpose of the amendment is to coordinate the voter list with the Voter Photo Identity Card (EPIC) program.

Registration required as a voter

Special modification of a deeper nature:

This is done from house to house by the enumerator. His work is supervised by a supervisor. The enumerator mainly confirms the following claims.

  • Attaining the age of 18 years.
  • Transfer case.
  • Death cases.
  • Has the EPIC elector been released before.

Summary Special modification of nature:

A nominated officer is appointed at each polling station where the draft roll is published. He is responsible for the performance of the draft voter list, allowing inspection by individuals / parties, supplying forms (free of cost) (Form-6), to make applications for inclusion of names. Form to object to leaving. (Form-7) and Form (-8) for correction of entries in voter list

Form numbers 6,7,8 are available in the VREC office of ERO / Aero as well as in the concerned assembly constituency.

Completed forms are accepted and claimants are given proper acknowledgment.

The entire application is collected by each ERO through EROS. Applications are disposed of immediately by field staff under the supervisor of ERO / EROS. Suo moto action is also taken under Rule 21 rule. M.C.D. to remove the names of deceased persons on the basis of information of birth and death by the Registrar under the Rules, 1960.

The final roll is prepared after duly settled all claims and objections.

Finally, copies of the published rolls are kept for inspection at all the places where the draft roll was made available for a limited period of one week. For greater access to the final roll to the public. In addition, copies of the rolls are displayed in various public places such as libraries, resident welfare associations officers, etc.

The main objective of this demonstration is to eliminate the genuine grievances of the voters about the unavailability of the last roll at the nearby place for verification of entries and to increase their level of participation in cleaning the voter list.

Note: – Form Nos. 6, 7, 8 can be submitted during the entire year during office time in the VREC of the concerned assembly constituency, except when the election is not reported until the result is declared.

Voter Photo Identity Card (EPIC)

The scheme to issue Electors Photo Identity Card (EPIC), which started in Delhi in 1994, was discontinued on 1 July 1998 due to some unexpected reasons. The EPIC is an important document to prove one’s identity.

The EPIC program is currently being run at 11 (eleven) designated photography locations in each assembly constituency. The first phase, in which only residual voters were taken, is already over. Now, the second phase is in full swing in all eleven assembly constituencies.

All DPLs falling under this district It is closely monitored, supervised and coordinated by SDM / ADM and DC.

  • ECI-EPIC-001 – For issuing photo ID
  • ECI-EPIC-002-Application for issuing duplicate card
  • ECI-EPIC-004-for rectification of defects in EPIC of Elector

The current campaign is organized to cover residual voters for photography and to cover the issue of EPIC on an organized on-line basis.

While visiting the DPL, the elector should bring the following documents to prove his identity.

  • A family member already has an EPIC
  • Driving license
  • Office id
  • PAN Card of Income Tax Department.
  • Bank pass photo
  • Pass port etc.
